EPFO Wage Ceiling Now ₹25,000

Officially notified and effective 17 September 2026. Here's what changed and what to do about it, right now.

The EPFO wage ceiling hike is no longer just a Cabinet approval, it's law. The Ministry of Labour & Employment has issued Gazette Notification S.O. 5109(E), dated 17 September 2026, raising the EPF statutory wage ceiling from ₹15,000 to ₹25,000 per month under Chapter III of the Code on Social Security, 2020, effective the same day. It supersedes the earlier notification S.O. 2702(E) dated 29 May 2026.

The shift

Employees whose statutory PF wages fall between ₹15,000 and ₹25,000 a month, previously outside the mandatory coverage threshold, now fall within it, effective 17 September 2026. Whether each such employee actually needs to be enrolled is a separate question, covered below.

Important nuances employers shouldn't skip

A higher ceiling widens who can be covered, but it doesn't automatically decide who must be enrolled or what they must contribute on. Three distinctions matter here:

  • The "excluded employee" rule. An employee who wasn't a PF member before because their wage exceeded the old ₹15,000 ceiling doesn't automatically get pulled in just because the ceiling moved. Under the EPF Scheme, such an employee can remain an "excluded employee" even under the new ₹25,000 ceiling, subject to the specific conditions in the Scheme. Enrolment needs to be assessed employee-by-employee, not applied as a blanket rule.
  • PF wages are not the same as gross salary. The Code defines statutory "wages" (Section 2(88)) as basic pay, dearness allowance, and retaining allowance, specific other components are excluded, subject to a 50% rule. An employee with a gross salary of ₹50,000 does not automatically have a PF wage of ₹50,000, and does not automatically become a mandatory member merely because the ceiling is now ₹25,000. The relevant number for coverage and contribution is the statutory PF wage, not the CTC or gross figure.
  • Getting this wrong has real legal exposure. Under the Code on Social Security, 2020, incorrect or delayed compliance can lead to assessment under Section 125, and recovery of interest and damages under Sections 127 and 128, on top of the contribution shortfall itself.

What it costs, per employee at the ceiling wage

Net effect once implemented: roughly ₹1,200 more deducted from an affected employee's pay, and about ₹1,300 more in employer cost, per employee at the new ceiling.

What to do now

  • Identify all employees whose statutory PF wages fall between ₹15,000 and ₹25,000 per month
  • Assess each one individually for excluded-employee status before enrolling anyone
  • Update payroll/HRMS wage ceiling settings to ₹25,000 for those who are covered
  • Recompute employer cost and flag it to your finance team

Additional benefits notified alongside the hike

  • 8.25% interest on EPF balance for the current financial year
  • Employees can withdraw up to 75% of their contribution online, as per need
  • Claims up to ₹5,00,000 auto-settled within 3 days under CITES

Relief for employers

Part of the added cost can be recovered through the PMVBRY Scheme, an incentive of up to ₹3,000 per employee per month, by submitting Aadhaar and KYC details. Available for 2 years (non-manufacturing) or 4 years (manufacturing).
